The process includes involving the public and other agencies in the environmental review process.
When a new development or project is proposed in the City of Ontario, the City uses the CEQA process to understand how the proposal may impact the environment. The process includes opportunities for the public to provide input and ask questions.

Draft Supplemental Environmental Impact Report
The City of Ontario has prepared a Draft Supplemental Environmental Impact Report (DSEIR) for the proposed Ontario Plan (TOP) 2050 Policy Plan Amendment and the Eucalyptus Business Park Specific Plan. The DSEIR evaluates proposed amendments to the City’s Policy Plan that would modify the land use pattern across more than 1,300 acres in the southern portion of the City and support development of the Eucalyptus Business Park Specific Plan. The DSEIR evaluates the Policy Plan Amendment at a program level, with project-level environmental analysis for the Eucalyptus Business Park Specific Plan.
The EBPSP would allow development of approximately 2.9 million square feet of business park uses on about 137.9 acres, along with approximately 36 acres of open space and parkland and roadway improvements. The project site is generally located in the southwest portion of the City of Ontario and is bounded by Eucalyptus Avenue to the south, Walker Avenue to the east, and Campus Avenue to the west.
The DSEIR will evaluate potential environmental impacts across relevant CEQA topics, including but not limited to aesthetics, air quality, biological and cultural resources, greenhouse gas emissions, hydrology, noise, transportation, and wildfire risk.
The 45-day public comment period will begin on March 5, 2026, and end on April 20, 2026.

The City of Ontario has prepared a Final Supplemental Environmental Impact Report (Final SEIR) for the proposed Ontario Plan (TOP) 2050 Policy Plan Amendment and the Eucalyptus Business Park Specific Plan. The Final SEIR includes comments on the DSEIR, responses to those comments, and minor revisions to the DSEIR in response to comments.

Final Focused Environmental Impact Report for the proposed Center Park Specific Plan
The City of Ontario has prepared a Final Focused Environmental Impact Report for the proposed Center Park Specific Plan, which will allow for a residential and mixed-use development across 29 parcels covering approximately 258 acres across the southwest area of the City, known as Ontario Ranch. The project site is generally bounded by Campus Avenue to the west, Walker Avenue to the east, the Southern California Edison Easement roughly 330 feet to the north of Edison Avenue, and a southern project boundary roughly ¼ mile north of Eucalyptus Avenue.
The Final Focused EIR addresses Biological Resources and Cultural Resources, specifically Historic Resources. The Final Focused EIR will be considered for adoption by the City Council at the March 17, 2026 hearing.
