Planning for the Future
The Consolidated Plan is a 5-year plan designed to help states and local jurisdictions to assess their affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions. The consolidated planning process serves as the framework for a community-wide dialogue to identify housing and community development priorities that align and focus funding from the HUD entitlement grant programs.

HOME-ARP Rent Program
The HOME-ARP Rent Program provides emergency grants to assist very low-income renters that have received written notification that their right to occupy their housing unit will be terminated within 21 days for non-payment of rent. This program provides assistance for up to twelve months, including up to 6 months of deferred rent payments. Payments will be made directly to the landlord and/or property management. The maximum grant amount is $30,000 and payments must be supported by deferred payment documentation. To qualify for this program, participants must have a gross annual household income that does not exceed 50% of Area Median Income and have received written notification for termination of housing within 21 days for non-payment of rent.
HOW DO I APPLY?
Incomplete applications that do not have all required documentation will not be accepted. Funding is limited and completed applications will be reviewed on a first come-first served basis. Complete the attached application and submit along with the checklist shown on the following page with copies of the required information to the Housing Department. Email applications will not be accepted. On November 8, 2022, Ontario residents voted in favor of Measure Q, a one percent (1%) retail transactions and use (sales) tax within the City of Ontario. ERA has been established with Measure Q revenue and provides emergency grants to assist Ontario renters with rental arrears due to an unexpected financial hardship. This program provides assistance for up to three months of rent, with a maximum financial benefit of $10,000, which can include deferred, current, or future rent payments. Payments will be made directly to the landlord. To qualify for this program, participants must have a gross annual household income that does not exceed 120% of Area Median Income.

Incomplete applications that do not have all required documentation will not be accepted. Funding is limited and completed applications will be reviewed on a first come-first served basis. Complete the attached application and submit along with the checklist shown on the following page with copies of the required information to the Housing Services Department. The City of Ontario has established the ESG Eviction Prevent Program (EEPP) to mitigate potential eviction and displacement of existing Ontario residents experiencing housing instability. Specifically, this program will assist Ontario residents at risk of homelessness by providing short-term rental assistance payments. Eligible applicants can receive up to three months of rental assistance, with a maximum financial benefit of $10,000. Program participants are eligible to receive assistance one time in a 12-
month period. To qualify for this program, participants must have a gross annual household income that does not exceed 30% of Area Median Income.
